Het onderzoek mondt uit in een complex kluwen van riskante afluistersessies en suveillancemissies. Omdat het verhaal zowel vanuit het perspectief van de politie als dat van hun doelwitten verteld wordt, roept de serie een wereld op waarin de scheidingslijnen tussen goed en slecht vervagen en waarin de traditionele noties van misdaad en strafmaat bij elke nieuwe plotwending op de proef gesteld worden.
